Rep. Charles Rangel (D-NY), former chairman of the House Ways & Means Committee, former "chief tax writer" in the U.S. Congress. 

"On November 15, 2010, Rangel's formal ethics trial in the House began.[115] He walked out of the hearing at the start, saying that he was unable to afford representation after having paid his previous lawyers over $2 million, and arguing unsuccessfully that the proceeding should be delayed until he could arrange for a legal defense fund.[115]

The following day, Rangel was found guilty on 11 of the 12 charges against him by the adjudicatory subcommittee of the House Ethics Committee (2 of the original 13 charges having been combined).[116][117] Two days later, the full Committee voted 9–1 to recommend that the full House approve a sanction of censure upon Rangel.[118] Censure is the strongest penalty the House can impose short of outright expulsion from Congress.[118] The Committee also said that Rangel should make restitution for any unpaid taxes.[118] "
